摘要
高技术具有高的技术机会与市场机会。高技术及其产业的迅速发展加剧了经济的不均衡，促进了社会制度结构（ 市场以及政府） 的变化。同时，社会制度的安排。
From High Technology itself, we think the technology chance and the market chance is the basic character of hi-tech industry. By the request of technology change, the existing institution may change accordingly. The path-dependent market can not change so quickly to fit the request of productivity improving, government should instead burden the cost of market development, and promote the development of hi-tech industry. on the other hand, the existing institution and the change pattern affect the development of hi-tech industry.
