Productivity of R&D and Knowledge Innovation Program

本文论述了科技生产率的定义、评价方法及其重要性，认为它是国家科技体制改革的目标。科学院知识创新工程的措施和政策，可以极大地提高科技生产率。并从经济学观点论述了科研单位只有根据自己的实际情况，充分发挥各类人员的积极性，优化资源配置，加强管理创新，才能卓有成效地提高科技生产率。

The definition, its evaluation ways and its significance of productivity of R&D are proposed. Raising the productivity of R&D is the goal of our reform of the system of science and technology. The policy and the means taken in the Knowledge Innovation Program of CAS may much raise it . From the point of view of economics, it is discussed that the goal can only be achieved by the means of bringing the initiative of the masses into full play, disposing the resources nationally, and strengthen management innovation in each unit.
