城市基础设施项目市场化融资问题再探讨——以大连市污水处理项目为例

Restudy on Market Financing of Urban Infrastructure Projects by Dalian Sewage Treatment Project as An Example

长期以来,我国城市基础设施由国家垄断经营,单一的政府投资方式导致我国基础设施投资不足,基础设施产品相对短缺。市场化融资是解决基础设施投资不足的有效途径,但是市场化融资进程中存在的诸多问题阻碍了这一融资方式的进一步发展。以大连市污水处理项目为例,以点带面,总结现阶段我国城市基础设施市场化融资中出现的问题,并提出对策建议。

China＇s urban infrastructures have been monopolized by the state for a long time.The single government investment leads to inadequate investment in infrastructure and relative shortage of infrastructure products in China.Presently,finance marketing is an effective way to solve such problems.However,the further development is prevented by a few problems in the finance marketing.In this paper,the experience of sewage treatment project in Dalian is used as a point to lead the whole area.Moreover,the financing problems of urban infrastructure at the present stage are summed up and the countermeasures are proposed.
