马克思社会总资本再生产理论揭示了社会再生产的基本运行规律,是社会再生产中实物补偿和价值补偿的辩证统一。在传统马克思社会总资本再生产理论的基础上,我们可将包含资源环境的社会再生产过程分解为资源环境部类、生产资料部类和生活资料部类三个部类之间的交换过程。这一过程可持续发展的实现机制为资源环境部类优先发展。发展低碳经济有三个主要路径:基于实物补偿的固碳产业发展,基于价值补偿的碳税征收措施,以及基于补偿交换机制建立的碳排放交易所和森林碳汇市场机制的建立。

Marx＇s theory of general social capital reveals the primary operative law of social reproduction and dialectical integrity of in-kind compensation and value compensation in social reproduction.On the basis of Marx＇s theory of general social capital what may be involved is the process of exchange among categories of resources environment,productive means and subsistence means in the course of social reproduction of resources environment,in which the actualizing mechanism of sustainable development should be the priority of resources environment to be developed.Therefore,there are three means to develop a low-carbon economy： developing carbon-sequestrating industry based on in-kind compensation,laying down measures of imposing carbon tax based on value compensation and establishing the carbon-emitting exchange and market mechanism of forest carbon currency based on mechanism of carbon exchange.
