摘要 提出了一种电力系统紧急控制的实时启动方法。在该方法中,定义了扰动后系统的风险,并据此给出了紧急控制的风险启动判据,从保证系统稳定和降低控制代价两方面决策紧急控制的启动时机。其中,系统的风险由紧急控制的可启动概率和系统损失表示:考虑到扰动造成的系统内不平衡功率和发电机保护动作随机性,设计了模糊逻辑系统得到可启动概率;而系统损失则与稳定控制的代价相关。应用该方法研究了华北-华中联网运行时湖北电网的稳定控制效果,与传统控制方法进行了对比,证明本文启动方法能够充分利用系统稳态信息快速计算紧急控制启动判据,避免因为安全控制延误和连锁跳机等造成的系统失稳,保证系统稳定条件下控制代价较低。 A real-time initiation approach of power system emergency control is proposed in this paper. In this approach,the system risk is defined and obtained by virtue of the start-up probability and the loss of system. The former can be provided by the fuzzy logic inference taking the imbalance power and the uncertainty of generator relays into account,and the latter is associated with the control cost. And then,based on the system risk,the start-up criterion is presented to decide the control time for system stability and low control cost. The approach is performed on the Hubei Grid under interconnection of North China Grid and Central China Grid. Comparing with the conventional approach,it can be validated that the proposed approach making the most of steady-state information for fast computation can avoid system instability caused by control delay or cascading blackout and ensure low control cost.
