This paper expounds the necessity of the construction of college and department reference rooms in university,probes into the management mode of college and department reference rooms in university,and puts forward the construction mode of college and department reference rooms in newly-built university of determining the library＇s literature structure according to the subject grade,collecting the grey literature,highlighting the specialization,and tracking the selective dissemination of information（SDI）.
