跨区水利工程投入与受益的区域利益协调机制研究

Study on the investment-benefit coordination mechanism of cross-regional water project

针对跨区水利工程在投入和受益上如何平衡以及协调区域间的利益和投入分摊这一问题,以实现水利工程利益相关方的整体利益最大化为目标,运用博弈论方法构建区域协调模型,探讨分析了跨区水利工程实现经济效率最大化及区域利益均衡的协调机制及其实现条件。研究结果表明,在保证各方遵守执行协调机制的制度约束下,"投入与受益相匹配"的区域利益协调方式既可以达到区域间投入决策的均衡,又可以保障工程的经济效率和区域内资源的有效配置的实现。最后本文以台州长潭水库为例进行分析,结果表明该协调方式更为公平合理。

With social and economic development, the original service scope of many water projects have already been changed. Such change adjusts the resource allocation and reshapes new cross-regional interest relationship relevant to the engineering. This paper focuses on the allocation of cross-regional interest and the apportionment of investment to maximize the overall interest of the stakeholders. A model based on game theory has been built to analyze the decision-making of regional governments and search the prerequisites for reaching the efficiency maximization of water project and the regional interest equilibrium. The result shows that if there are some institutional conditions to ensure that each member would obey the coordination rule, the coordination mechanism of the regional interest characterized by benefit in proportion to investment could not only reach the regional equilibrium of investment decision-making, but also maximize the economic efficiency of the engineering and realize effective allocation of the regional resource. Finally, a case study of the Changtan reservoir in Taizhou City shows that the above coordination mechanism is more equitable and reasonable.
