Discussion on Tibet’s Self-development Capability

在中央关心与全国支援的基础上,不断增强西藏自我发展能力,既是西藏发展的必然,也是西藏发展的根本内因。自我发展能力建设,是西藏永续发展的一个基本保障。衡量西藏自我发展能力,不能仅仅依靠传统的纯经济指标,也不能一味地采用内地的衡量指标,而应以涵盖多方面、宽领域的具有西藏特点的相关指标体系来衡量。增强西藏自我发展能力,关键在于提升西藏经济自我发展能力、加快培育西藏特色优势产业。西藏产业发展应围绕中央第五次西藏工作座谈会提出的发展战略目标,走出西藏特色,走出西藏优势,真正实现一产上水平、二产抓重点、三产大发展,从而促进西藏经济自我发展能力的提升。

With concern from the Central Government and support from the whole country, to enhance the self-development capacity of Tibet constantly is not only the necessity but also the basis internal motivation of Tibet＇s development. The construction of self- development capacity is the fundamental guarantee for the sustainable development of Tibet. To measure the self- development capacity in Tibet, we should assess by means of Tibet- related indicators which covering the various and wide- ranging characteristic instead of solely relying on the traditional economic indicators or adopting the indicators of other areas. The key point of improving the self-development capacity of Tibet is to raise Tibet＇s e-conomic self-development capacity and accelerate its industries with local advantages. The industrial de- velopment in Tibet should focus on the development strategic objectives submitted by the Central Gov- ernment＇s Fifth Working Forum on Tibet, develop the characteristics and advantages of Tibet, achieve the goal of promoting the production level of the primary industry, attach importance to key sectors of the secondary industry, and vigorously develop the tertiary industry, so as to promote Tibet＇s economic self - development capacity.
