信息鸿沟视野下的政府信息公开的复杂性分析与启示

Analysis of the Complexity of Government Information Disclosure within the View of Information Gap & Some Inspirations

政府信息公开和信息鸿沟是相互关联的社会现象。民众如不能有效地获取和利用政府公开信息,政府信息公开的价值就难以实现;如不从用户视角研究政府信息公开,就不能全面了解政府信息公开的复杂性。本文研究了政府信息公开和信息鸿沟的关联性,有助于从更加复杂的角度,认知政府信息公开,给政府信息公开工作提供了一些启示。

Government information disclosure and information gap are a social phenomenon associated with each other.If the ordinary people can not obtain and utilize the disclosed government information effectively,the value of the disclosed government information will be difficult to realize.If government information disclosure is not studied from the perspective of users,the complexity of government information disclosure will not be understood completely.This paper studies the relationships between government information disclosure and information gap,which will be helpful in understanding government information disclosure from more complex perspective.Finally,the paper gives some inspirations for government information disclosure.
