摘要
本文研究政务信息流在危机性突发事件爆发下的传递过程,针对演化发展的危机性突发事件,改进了冲突消减机制,提出基于网络式应急响应政务信息流传递模式的疏导策略,建立了相应的数学模型。以汶川地震为背景进行定量分析,分析结果表明,所述策略可以利用计算机仿真政务信息流的传递过程,在较短的时间内给出合适的信息流疏导方案,具有较强的实用性,并可为政府在危机性突发事件下政务信息网络的架构奠定理论基础。
The transferring process of government information flow in crisis emergencies is studied.The conflict counterbalance mechanism according to the evolution and development of crisis emergencies is improved.A guidance strategy based on the network emergency response to the transferring mode of government information flow is proposed.A corresponding mathematical model is also established.Take Wenchuan earthquake for example to make a quantitative research.The analysis results show that the said strategy can use the computer to simulate the transferring process of government information flow.And a suitable information flow guidance plan can be given within a short time.It proves itself to be highly practicable,and establishes the theoretical basis for the governmental construction of government information network in crisis emergencies.
