Reservoir Inundation and Resettlement for Tianshengqiao-I Hydropower Project

天生桥一级水电站水库淹没区涉及广西、贵州和云南三省（区）的结合部，水库淹没总面积１７７．７５ｋ，需搬迁移民４．８万人。本文重点介绍该电站水库淹没损失情况、移民安置和专项设施改建规划设计、水库移民补偿投资概算变更与调整情况，意在揭示在市场经济建立的进程中建设界河上的水电工程，较之一般只涉及到一个省（区）的工程更为复杂，其水库淹没指标、移民安置方案和水库投资概算之间相互制约的重要性。

The reservoir inundation area of 177.75 km2 created by the Tianshengqiao-I Hydropower Project involves the boundaries between Guangxi Zhuan Autonomous Region and Guizhou Province and Yunnan Province. Altogether 48000 people should be resettled. This paper places the emphasis on presentation of reservoir inundation losses, resettlement, planning and design of specific facilities reconstruction, variation and modification of resettlement compensation cost estimates for the project with the intention of revealing the complexity of a project that is constructed on a boundary river between two provinces in course of establishing the market economy as compared with a project that involves only one province, as well as the importance of mutual conditioning of reservoir inundation indexes, resettlement alternatives and reservoir cost estimates.
