电子政务的概念:国际同行的视角 被引量:5

摘要 一个科学领域是由一群观点相互认可、语词系统相同的学者组成的社区。在这个社区中,学者们用相互认可的词汇、术语——语词系统进行交流、探讨,而对不能认同该语词系统的学者则认为不属于该领域。所以在某学术领域中,使用频率越高的语词(word),越能代表该领域的学术内涵与本质。文章通过对英文语种文献摘要高频词的语义分析,应用5W1H概念构造法,为"电子政务(e-government)"提炼出一个国际同行广泛认同的概念。该概念在一定程度上表达了近20年来领域成员,包括专家学者、管理人员、技术人员等,对"电子政务"这一概念本质内涵、理论与应用范畴及发展趋势的看法。同时,该概念的构建对我国相关理论与应用的发展具有一定的参考与导向价值。
