This paper points out the railway engineering construction enterprises of the level in cost management becomes one of decisive factors on bidding competition gradually. From cost pre-control, process control and other links, it analyzes the whole process on the dynamic man- agement measures of reponsibility cost to improve the level of enterprises cost management and economical benefits.
