煤炭城市发展非煤产业具有历史必然性，但非煤产业需要在一定的机制和环境中成长。本文论述了煤炭城市发展非煤产业应采用的投资政策、税收政策、社会保险政策、退休政策、转产基金政策、主导产业政策、国有矿保护政策、科技进步政策、环境保护政策、人才政策、新项目政策等政策建议．
Developing non-coal industries in coal industry cities in the historic necessity,while it needs certain social system ang environments. In this paper, state some policies in such as investment, taxation, social insurance, retirement, science and technology development, environmental protection and so on. All of these should be taken as the referenees for the government to develop non-coal industries.
