The TB/T 1932--2001 ＂Rule on Railway Passenger Train Sanitation and the Monitoring Technology＂ was formulated in 2001. According to the development of railway passenger cars, the new version of the ＂Rule on Railway Passenger Train Sanitation and the Monitoring Technology＂ TB/T 1932--2009 was drawn after modifying the old version. The author introduces the background under which the standard was modified, explains the major changes and the keys of implementing the new standard in order to accelerate the implementation of the standard.
