摘要
结合对“十二五”期间我国经济增长特点及其对环境影响的分析，提出了“十二五”期间生态建设和环境保护的思路和主要目标，并建议采取以下对策以确保目标完成：统筹经济发展与环境保护的关系；优化制度建设，强化政策导向；加大执法监察力度，完善政策协调体制；优化环境保护相关行政资源配置；提高环境保护水平和环境管理效能；进行农村环境重点整治。
Based on the Characteristics of economic growth during 12th planning in China and the analysis of environmental impact, this paper proposed the ideas and objective of ecological construction and environmental protection during the 12th planning, and we recommended the following countermeasures to ensure that objectives are completed： coordinating the economic development and environmental protection; optimizing system building, strengthening policy direction; reforming law enforcement surveillance, improving policy coordination system; optimizing the allocation of resources related to environmental protection administration; increaseing the ability of environmental protection and environmental management performance; focusing on rural environmental remediation.
