A Research Summarization on the Anti-Poverty Theory and Policies

贫困理论研究的重点是回答"什么是贫困?"的问题,并以此为依据设定贫困线、界定贫困人口,最终目的是寻求解决的办法,即设计反贫困政策。因此,贫困理论研究是制定反贫政策的前提和基础,反贫困政策的设计和实施则是贫困研究的最终目的,二者不可或缺。国内外学者对贫困产生的原因和反贫困策略进行了大量深入地研究,并形成了一些有代表性的观点和理论。

What is the point in the research on the theory of poverty is the answer about the question ＂what＇s the poverty？＂.According as the answer,we design the antipoverty policies including the design on the Poverty-Line,identifying poverty population and reduction them.So,the research on the theory of poverty is the precondition and foundation when we design the antipoverty policies which one＇s designing and acting also is the final target of the research on poverty.Many national economists and foreigner have studying deeply on the reasons of poverty appearing and the antipoverty policies.They have made some representational conclusions and theories.
