Research on Credit Resources: Case of Rongcheng Party Member Pioneer Loan

本文通过对荣成市农民党员先锋创业扶助贷款业务中扶持对象的选择、政府推介审批、农村信用社风险控制以及扶持效果的介绍,揭示出此类贷款的实质是农村信用社对农村信用资源的深层发掘,是政府和信用社在深度渗透下形成合作博弈格局的结果,提出政府参与优选和制度约束是其安全性和有效性的前提,而建立担保基金的随机补偿机制,是有效规避该业务信贷风险的改进措施。

This article describes the operation of the process of ＂Rongcheng Party Member Pioneer loan＂,including the selection of objects,government approval,Rural Credit Cooperative risk control process and the loan’s effects.It reveals that the loan’s essence is the deep exploitation of credit resources,which is the results came from the interests’ cooperation between banks and government.The premise of the loan’s safety and effectiveness is the government’s involvement and institutional constraints.The random establishment compensation mechanism is the effective measure to avoid credit risk.
