The Rational Thinking of Strengthening the Basic Scientific Research in Shaanxi Province

分析了陕西省基础研究工作的现状和问题,科技经济和社会发展的需求,是基础研究的动力,加强基础研究是提高陕西创新能力、积累智力资本的重要途径,同时也是陕西支持国家战略的需要,是陕西加快科技、经济发展的需求,提出了陕西省促进基础研究工作的措施,主要是依托陕西省基础条件平台,推进资源整合;加强规划布局,引导各类资源集聚;探索多元投入机制,保障持续投入基础研究的工作;加快人才培育,夯实人才基础。

After analyzing the present situation and problems of the basic scientific research of Shaanxi Province,the author holds that the demand of the technological,economic and social development is the driving force for basic scientific research.Strengthening the basic scientific research is an important approach to improve the original innovation ability and accumulate the intellectual capital of Shaanxi Province.Furthermore,it is the needs of Shaanxi Province to support the national strategies and to speed up the technological and economic development.Then,the author proposes measures to promote basic scientific research for Shaanxi Province,such as relying on the basic scientific research platform to promote the integration of resources,strengthening the planning and layout to guide the various resources together,exploring the mechanism of multiple input to guarantee the sustained investment in basic research work,and accelerating the training of personnel to ensure human resources.
