为科技型中小企业创新基金项目评审研究一种新的评审方法,并用数据验证了该评审方法的可行性及有效性。该新方法采用基于BP神经网络非线性映射技术,不仅可以提高项目评审效率、评审的客观性及择优性,同时也避免人为确定权重,为有关政府部门改进基金评审方法提供了一种选择,具有一定的实用价值。

This paper provide a new assessment method to evaluate the tech SMEs Innovation Fund,and using data to demonstrate the feasibility and effectiveness.This new method is based on BP neural network nonlinear mapping technology,not only to improve the efficiency of project review,objectivity and merit Xing,and also it avoids artificial factors.Results of the study provide an alternative option for the government to improve the Fund＇s evaluation method,and this method has some practical value.
