Analysis of the science and technology commissioner system based on property right

科技特派员制度是我国实现科技兴农的重要制度体系。运用产权分析框架从个人这一基本单位对科技特派员制度进行分解,通过对甘肃省"十一五"计划项目中科技特派员相关项目的调查,指出科技特派员制度的运行机制和内在结构。研究表明:科技特派员制度随着农民、科技特派员、政府官员之间权利的重新界定而不断发展,是形成又逐渐打破均衡状态的过程。因此,只有各方在市场经济体制下自由、平等的不断进行产权调整,科技特派员制度才能获得良性发展。

The system of science and technology commissioner has played a significant role in promoting agriculture by science and technology in China.On the property right theory,the paper analyzes the system with individual as a basic unit,and through investigation of technology-related projects in the＂11th five-year plan＂of Gansu province,it indicates the operating mechanism and the internal structure of the system.The results show that,the system of science and technology commissioner evolves with the redefinition of property rights among peasants,commissioner and government officials.It is a process of formatting equilibrium and breaking the balance.Thus,only if every aspect regulates the property rights constantly in the free and equal market economy system can the institution develop healthly.
