摘要
分析了近几年带鱼市场价格变动规律和带鱼消费的收入与价格弹性。研究表明:(1)产地市场的带鱼价格在一年内经历2～3个涨跌周期;(2)产地市场的带鱼价格在2007年有较大幅度的提高;(3)不同规格带鱼价格都有上扬趋势,规格350～500 g带鱼平均价格上升最快;(4)上海地区带鱼的需求收入弹性大于0而小于1。为了提高带鱼产业的经济效益,首先应提高捕捞网具的选择性,有效保护小规格带鱼;其次应对小规格带鱼实行市场禁入政策;第三,鼓励使用钓渔具捕捞大规格带鱼并给与适当补贴,对使用破坏性渔具捕捞小规格鱼类的渔船合理征收税费等;第四,应推进TAC制度、个人渔获配额制度和个人可转让配额制度,以有利于带鱼的均衡供应。
Taking Zhoushan and Shanghai market as example,the paper analyses the price fluctuation,income and price elasticity of Trichiurus haumela.The studies results are：（1） There are two changes cycle of price during one year in Zhoushan market;（2） The price increased greatly in 2007;（3） During 2004 and 2007,the price of different size increased and the price of larger size fish grew more quickly;（4） The income elasticity of consumer in Shanghai is between 0 and 1.To improve economic effects of hailtail industrial,the authors think the selective fishing gear should be encouraged to protect small size fish.Also we should prohibit small fish entering market,encourage using angling gear to catch larger fish and assess the fishery resources value added tax upon fisherman using destructive fishing gear.The government should also advance the TAC,IQ and ITQ system to balance the supply of the fish.
