Development Planning of Regional Higher Education:A Case Study and Its Implications

随着高等教育在地方经济发展中战略地位的凸显,制定省级行政区域高等教育发展长期规划的必要性已成为政界和学界的共识。但目前各地的类似规划在技术规范方面存在明显不足,有必要从诸如美国加州高等教育总体规划等国外区域高等教育发展规划的经典案例中系统地总结规划制定的技术经验为我所用。

With the prominence of higher education in local economic development,the necessity of formulating the long-term planning for the development of higher education of provincial administrative areas has become a political and academic consensus.But similar planning across the country exist obvious deficiencies in the technical specifications.Therefore,it is necessary to learn from the classic cases of development planning for regional higher education abroad,such as California Overall Plan of Higher Education,and summarize their experience for our use.
