邵式平在主政江西期间,根据江西省情,提出"全面开发、山地绿化、综合经营、干部上山、教育上山"的山区经济开发思想。其核心理念是经济发展与生态保护相统一。他希望既保护生态环境,又达到全面开发山区经济,建设江西社会主义伟大事业的目的。20世纪80年代以来,江西提出的"治湖必须治江,治江必须治山,治山必须治穷"、"既要金山银山,更要绿水青山"、保护鄱阳湖"一湖清水"的理念与邵式平山区经济开发思想是一脉相承的。

During the time when he was in charge of Jiangxi,SHAO Shi-ping put forward the thoughts about the mountain economic development according to the situation in Jiangxi Province that was ＂fully developed,Mountain Green,comprehensive management,cadres into the mountains and education into the mountains＂.The core idea is the unity of economic development and ecological protection.He hoped that this would not only protect the environment,but also achieve comprehensive development of mountainous areas and build Jiangxi’s great socialist cause.Since the 80s of the 20th century,Jiangxi has posed the concept of ＂Govern Lake must Rule River,Govern River to Watershed Management,Watershed Management to Combat Poverty＂,＂not only Jinshan-Yinshan,but also Green River and Mountain＂and ＂Protection of the clean water of the Poyang Lake＂.The concept is of the same strain with Shao Shiping’s thoughts of mountain economic development.
