转型社会的公共安全治理——从公民社会的维度分析

Public Security Governance in Transitional Society in View of Civil Society

转型社会是社会由传统向现代过渡期间所处的特定阶段。这个阶段的多元性特征使国家权威受到削弱,公民得以广泛参与政治。与此相对应的是脆弱的国家治理能力无力保证社会的公共安全,而尚不完善的公民社会在公共安全自治方面还缺乏足够的经验和力量。思考完善公民社会在公共安全方面的自治角色,不仅可以拓展公共安全治理研究的视角,还可以有效预防国家对人的安全的侵害,维护公民社会自身安全,实现社会的良好治理。我国公民社会在参与公共安全治理方面积累了一定经验,也存在不足,必须加以改进。

Transitional society means that the society is in a period of the transition from traditional one to modern one,during which the state＇s authority is weakened due to pluralistic culture and citizens are set free to participate in public affairs.Then,in a transitional society,the weak governability of state can not promise the public security to the public,while the imperfect civil society lacks enough experience and ability in autonomy to face such a challenge.So,how to perfect the civil society as an autonomous role to be played in transitional period is critical to public security,by which not only the thinking mode of public security governance can be extended,but also the governmental infringement of citizens＇ security rights can be prevented so as to realize the stable governance in transitional society.In China there are several problems in this respect and they are necessary to be solved though China＇s civil society has the background of experience to a certain extent for participating in public security governance.
