基于土地流转的上海市农业旅游用地指标初探

Study on Agri-tourism Land Index Based on Land Transfer in Shanghai

经过多年发展,上海市农业旅游正进入一个新的发展阶段。但上海农业旅游总体上还处于起步阶段,目前存在的突出问题:一是发展不平衡,二是相关配套设施不规范。通过对上海市郊区县多种农业旅游形态的用地调查,对各种农业旅游形态的配套服务设施用地构成进行了划分,在统计分析基础上,结合国家对农村集体建设用地流转的相关政策原则,初步提出了不同旅游形态下的适宜用地控制规模等,并就相关保障措施提出了对策建议。

The supporting service facilities land component of various agri-tourism patterns was divided based on land investigation of various agri-tourism patterns in rural counties of Shanghai.The paper proposes the control scale of suitable lands for different tourism patterns and countermeasures to ensure rural collective construction land based on statistic analysis and the corresponding policy principle of rural collective construction land transfer.
