摘要
现代网络技术的发展为学术论文的发表和传播方式提供了新的可能.开放获取可提高论文的利用率,明显提升作者和所在机构的学术影响.开放获取运动的宗旨符合大学创造知识和传播知识的定位.建立大学机构知识库(IR)并采取适当的"强制性"政策保证存储率和存储质量能够提高我国大学的科学影响力,促进科研成果转化,加快国家科技创新体系的建设.本文在分析开放获取对大学战略层面和运营层面影响的基础上,对我国大学的开放获取政策和机构知识库建设给出了一些建议.
Development of modem network technology provides new ways for publication and distribution of academic papers, Open Access （OA） can increase usage of academic papers, apparently enhance academic impact of authors and their institutions. The tenet of Open Access conforms to the mission of universities to create and disseminate knowledge. Establishment of institutional repositories in universities and applying proper mandated policy to ensure deposit rate and quality can dramatically enhance scientific impacts of Chinese universities, facilitate transformation of scientific research outputs, and accelerate the construction of national science and technology innovation system. Based on the analysis of strategic and operational impact of Open Access movement on universities, it puts forward some suggestions about Open Access policy and the construction of institutional repositories for Chinese universities.
