浅论上海地热资源开发利用的行政许可职能

Administrative Functions on Geothermal Resources Development and Utilization in Shanghai

随着城市建设的不断发展,经济技术水平的不断提高,上海地热资源的应用领域也在不断扩大。为了规范地热资源的管理,明确法律责任和管理职责,本文通过对地热资源的属性分析,提出上海地热资源的开发利用应由国土资源管理部门进行统筹管理。

With the continuous development of urban construction,its technological level inprove gradually,in this background,the application fields of geothernal resources increased much in Shanghai.In order to standardize the management of geothermal resources,to ascertain the legal and administrative responsibilities,this paper proposes that the land and resource departments should take responsibilities for dvelopment and utilization of geothermal resources,based on the properties analysis of geothermal resources.
