关于重点支持产粮大县率先实现城乡一体化发展的思考与建议

Thinking and Suggestion on Realizing Urban-rural Integration of Major Grain-producing Counties

本文从我国产粮大县绝大多数都是工业弱县、财政穷县的现状入手,分析了产粮大县工业化、城镇化发展滞后,农民收入增长缓慢的深层次原因,提出了重点支持产粮大县率先实现城乡一体化发展的必要性和紧迫性,最后从引入碳交易平台、多渠道筹集资金,实施更加特殊的惠农政策,加大高产稳产农田建设投入,探索多种形式的土地规模生产和农业集约化经营,加大基础设施建设投入,重视政策连续性、稳定性和前瞻性研究等六个方面提出了政策建议。

The paper firstly are weak in industry and poor in producing counties lagging beh slowly, and gave the integration of urban revealed the status quo that most of the major grain-producing counties finance in China; then, analyzed the deep-seated reasons of major grain- in industrialization and urbanization and peasants＇ incomes growth necessity and urgency of supporting major grain-producing counties to achieve the and rural counties. At last, this paper gave six policy recommendations which included introducing carbon trading platform, implementing more special policies, increasing the investment of high and stable crop yield techniques, exploring various forms of land scale production and intensive agricultural management, increasing investment of infrastructure and taking emphasis on continuous, stable and forward-looking policy researches.
