摘要
师资配置均衡是实现基础教育均衡发展的重要前提之一。我国教师在城乡间分布不均衡,这严重影响着教育的均衡发展。以衡水市为例,调查发现在城乡间,我市教师在师资数量、质量、年龄、职称、学历方面有较大的差距。对此,在建立健全保障机制、统筹教育均衡发展的基础上,应建立教师定期流动制,引进竞争机制,进行教师合理分流,同时建立城乡教育共同体,进而同步推进城乡教育改革,促进师资资源共享。
Balanced teacher allocation is essential to the balanced development of basic education.Because of the unbalanced allocation in urban and rural areas,balanced development is seriously hindered.Take Hengshui for example,teachers are different in such areas as numbers,qualifications,ages,titles and degrees.Therefore,a sound principle and balanced development should be established: teacher flow at regular interval,set up a competitive system to drive teacher forward,establish the rural and urban community to promote educational reform and share the high-quality teacher resources fairly.
