文中就如何突破政府采购节支率提高的瓶颈,提出了促低价提效益、促规模增效益、促竞争保效益、促规范添效益等建议。
The paper makes four suggestions on the question of how to solve the bottleneck of improving the government purchase expenditure reducing rate.
