浅谈政府机构的节能减排

论述了在当前形势下政府机构带头进行节能减排的必要性以及应用合同能源管理机制对政府机构进行节能改造的可行性。借鉴他国的经验,针对我国节能减排工作推进过程所遇到的问题,提出了系统性的解决方案。文章提及的政府机构是指全部或者部分使用财政性资金的国家机关、事业单位和团体组织。

The paper analyzed the necessity of government agencies to take lead in energy conservation and emission reduction under the current situation,and the possibility for government agencies to use energy management contract to reform energy conservation.With the references of the experience of other countries,the paper proposed systematic solutions to solve the problems in the process of promoting energy conservation and emission reduction work in China.The government agencies mentioned in the paper referred to state organs,institutions and organizations,which all or partly use the financial funds.
