Land circulation has become a proposition of the time concerning the realization of agricultural modernization and rural development.So it is worthwhile examining the actual status of land transfer in Hefei,exploring the factors binding its progress and discussing how to carry out the work in a rational and steady way.Based on a summary of the status of land circulation in Hefei city,the paper analyses the problems existing in land transfer and the related causes,and then presents targeted policy proposal,thus to achieve the expected function of land transfer to improve the efficiency of land management.
