On How to Complete the Legal System of Affairs Concerning Nationals Living Abroad

我国是一个拥有众多华侨、归侨和侨眷的国家。由于这个群体的特殊性,对这个群体权益保护和规范侨务工作就显得尤为重要。以往我国主要是通过政策来调整侨民的权利、义务关系和规范侨务工作,但随着我国法制建设的深入,我们要通过法律建设来保护侨民的权益和规范侨务工作。目前我国的侨务法律还不完善,存在着许多问题,因此整合现行的侨务法律,加强侨务立法就迫在眉睫。

China has a great number of nationals residing abroad,returned overseas Chinese as well as the family members of Chinese nationals residing abroad.Because of the special conditions of this group,protecting the interests of this community and standardizing the overseas Chinese affairs are especially important in China.In the past China mainly adjusted the relationship of the overseas rights and obligations and regulated overseas Chinese affairs through the previous policy,but with the development of the legal system construction,we have to protect their interests and standardize the overseas Chinese affairs through the construction of legal system.At present,laws of overseas Chinese affairs,having a lot of problems,still need improving and perfecting.Therefore,integrating the existing overseas Chinese affairs law and strengthening overseas Chinese affairs legislation is extremely urgent.
