改革共识是改革实践的思想支柱,对引导和推进改革具有重大意义。有无改革共识,关键要看改革是否朝着人民所要求的实践方向演进、人民有无改革认同。利益博弈时代的改革,已不像以前只需强调价值,而是要从价值认同扩展到路径认可。凝聚改革共识的关键是进一步为人民提供参与改革决策、舆论以及监督的规范化路径,建构多数人共享改革成果的体制和规范的共识平台及机制。

Reform consensus, the core of thought for reform practice, is of great significant for the acceleration of reform. The existence of reform consensus depends on whether the reform is developed in the orientation of the people＇s practice and whether the people have reform consensus. The reform, in the time of benefit game theory, is not only value-oriented but requires the expansion from value identification to approach identification. The key for the formation of reform consensus lies in the reconstruction of the continuity and depth of reform identification, so as to provide normalized approach for the people＇s engagement of reform decision, public opinion and inspection.
