近年来,随着工业化、城市化的迅猛发展,土地征收过程中的问题和矛盾日渐突出,被征地农民的社会保障凸显的问题已经成为构建和谐社会,建设社会主义新农村的制约性瓶颈。政府必须进一步完善被征地农民的社会保障制度。
