Discussion on the Environmental Supervision of Water Conservancy and Hydropower Project During the Construction

水利水电工程环境监理是针对水利水电工程建设对区域环境影响特点引入的,有助于及时解决工程中的环境问题,文章结合重庆巫溪刘家沟水电站和东溪河梯级电站环境监理工作实践,探讨了水利水电工程施工期水环境、大气环境、声环境、固体废物、水土流失、陆生水生动植物、文物景观、人群健康和移民安置的环境监理要点,为建立完整的水利水电工程环境监理规范打下了基础。

Considering the impact of construction of water conservancy and hydropower projects on the Regional Environment, Water Resources and Hydropower Engineering Environment Supervision has been introduced to promptly solve environmental problems in engineering. According to environmental supervision experience during construction of Dongrd River and Liujiagou Hydropower Station in Wuxi County, Chongqing,the author has analyzed the environmental supervision key points including water environment, atmospheric environment, acoustic environment, solid waste, soil erosion, terrestrial animals and plants, aquatic animals and plants, cultural landscape, population health and resettlement during the construction of water conservancy and hydropower project, the results laid the foundation for establishment of technical guidelines for the environmental supervision of water conservancy and hydropower project.
