Exploration of Emissions Trading System to Achieve Pollution Reduction

排污交易制度是美国在20世纪80年代提出的,以总量控制为基础,充分运用市场经济的调节作用,灵活地管理环境的一种管理机制。从安阳市环境质量及污染减排工作现状出发,阐述了安阳市实施排污交易制度的必要性,分析了实施排污交易制度的不利因素,并结合污染减排对排污交易制度进行了探索,提出了在安阳市进行排污交易、实现污染减排的对策、措施。

The emissions trading system,firstly proposed in the United States in 1980s,taking total control as the basis,fully use of regulation of market economy,is one kind of management mechanism to manage the environment flexibly.The paper,from the perspective of the environmental quality and pollution reduction in Anyang,describes the need to implement emissions trading system,analyzes the disadvantages to implement the emissions trading system,and proposes measures to conduct emissions trading and to achieve pollution reduction on the combination of pollution abatement on the emissions trading system.
