图情事业是国家发展的核心结构,文献信息资源是国家发展、民族生存最重要的战略资源之一。在全球化背景下,科技进步导致变革成为必然,使得管理的难度加大,更加突显其重要性。应以政府介入,加大管理力度,以立法和政策支撑,实现理论、科技和体制创新。应着手建立"中国文献信息资源存储与检索中心",抓住机遇,迅速缩小与发达国家的差距,甚至赶超之,实现图情事业的跨越式发展,更好地为建设创新型国家和小康社会服务。

The cause of library and its information become the key structures for the state development,and the document information is one of the most important strategic resources for the state development and national survival.In the globalization background,the scientific and technological progress will surely cause social change and bring about severe degree of difficulty in administration,and make the significance obvious,urging a pressing need of governmental interference,the strengthened management effect,and the support by regulation and policy,for fulfilling the blared new trails of theory,science and system.We should set up ＂Chinese Information Resources Restoring and Selecting Center＂ to grasp the opportunity and narrow the distance between the developed countries and us quickly and even to surpass them so as to realize the development and serve the new type of creative country and a comparatively well-off society.
