My Opinion for the Development of Local Railway

地方铁路的发展历程和特点表明，地方铁路在国民经济中的地位日益重要。“九五”到２０１０年，国家对基础设施建设的政策倾斜和地区经济、社会发展对地方铁路的需求，给地方铁路的发展带来了机遇；同时，地方铁路发展中的困扰和今后政策的变化也对地方铁路的发展提出挑战。因此，对地方铁路的发展模式改革提出了设想。

Local railway is an important component of the nation-wide railway network, the course and characteristics of local railway development indicate that it is getting more and more important in national economy. From the ninth 'five-year-plan' period to 2010, the policies which favor the construction of infrastructure, the demand for local railway by the development of local economy and society give opportunities for the development of local railway. Meanwhile, the puzzles existing in the development of local railway, the future changes of policies challenge the development of local railway. So, tentative idea is put forward for the reform of development model of local railway.
