地震事业单位深化改革的思考与实践

THINKING ON FURTHER REFORMATION AND PRACTICE FOR SEISMOLOGICAL ENTERPRISE UNIT

从地震事业经费严重不足、地震事业经费的计划体制与当地经济和社会发展脱节、地震系统内部人财物尚有很大潜力没有挖掘等方面阐述了地震事业单位深化改革的必要性，对结构调整、领导体制、内部管理体制等方面如何深化改革提出了建议。同时简要介绍了江苏省地震局深化改革的基本思路、做法、初步成效、问题和希望。

Based on aspects of serious insufficiency of the enterprise funds, the disjunction of its plan system from the local economic and societal developments, and human and property potential in seismic work departments, it is necessary to explicate further reformation for seismological enterprise unit. It is proposed how to further reform for structural regulation, leading system and interior management. The main thinkings, methods, initial efficiency, existing problems and hopes are simply intruduced.
