新农村建设中实施居民点整理的对策与建议

Countermeasures and Suggestions for Implementing Adjustment on Residential Centers in the Construction of New Countryside

随着城镇化、工业化进程的加快,人地矛盾更加突出,保护耕地,节约利用建设用地工作已刻不容缓。笔者针对现行农村居民点布局存在的问题,对新农村建设中实施居民点整理的必要性,实施模式,管制规则及管理措施等方面进行了深入探讨,提出了6项"村庄集并"的保障措施:①认真编制项目规划,合理规划各类用地;②编制科学合理的村级规划;③理清管理程序,严格管理办法;④保证搬迁后村内土地的合理利用;⑤严格执行土地用途管制制度和项目区规划;⑥确保安置区居民的生产与生活。

With the acceleration of urbanization and industrialization,the conflict between human and land is getting more serious,so it has admitted of no delay to protect farmland,economize and utilize construction land.In view of the present problems of layout existed in rural residential centers,this paper deeply discussed the necessary of implementing adjustment on residential centers in the construction of new countryside,its implement models,management rules and measures,and 6 guarantee measures for the concentration and union of villages were proposed as follows：① Carefully make projects planning and rationally programme all types of lands;② Make rural planning scientifically and rationally;③ Clarify management procedure and strengthen management methods;④ Guarantee the lands in villages can be rationally utilized after the villagers move out;⑤ Strictly carry out the management rules of land use and the planning of projects areas;⑥ Ensure people＇s production and life in relocation areas.
