摘要
城镇水网系统具有承载居民休闲活动和发挥自然生态功能的双重属性,也具有低碳生态城市建设中压缩能耗和吸收温室气体的特殊功能。长三角城镇水网系统的健康调控方法,以水网系统的生态安全分析与健康评价为基础,从生态技术层面提出保证生态健康的调控方法与相应的控制指标体系;从政策体制层面剖析了当前制约水网系统健康发展的主要因素以及政策体制创新的途径。
With the dual properties of being the main carrier for resident leisure activities and natural ecological functions, town water network system also has the special functions of reducing energy consumption and absorbing greenhouse gases during the low-carbon eco-city construction. The methods and approaches for water network system in towns of Yangtze River Delta bases on the ecological security analysis and health assessment, provide the control methods of ecological health and corresponding indicator system from the eco-technology level. Furthermore, the authors analyze the main constraint factors in development process of water network systems and approach of policy innovation from policy levels.
