摘要
后工业化时期的城市与河流间关系正发生着深刻的变化,城市内河整治作为一项环境工程的同时也具有巨大的社会、经济、文化综合效益。文章尝试综合使用问卷调查、统计分析和GIS空间分析手段,构建城市内河整治工程的综合效益评估体系,对工程的生态、经济、社会价值分别进行调查和测算。并结合对南京秦淮河的评估结果,指出政府应正确关注内河整治的外部效益,采取必要对策进行转移支付,从而可持续地提供优质的城市公共产品。
In post-industrial era, profound changes are taking place in the relationships between city and its rivers. The transformation and restoration project of an urban river is not only an environmental remediation project, but also an approach to a large social, economic, and cultural benefits. In this article, questionnaires, statistical analysis and GIS spatial analysis tools are applied to assess ecological, economic and social values of the project, aiming to achieve a more objective and accurate quantified result. The assessment of Qinhuai River shows that in order to sustainably provide the urban public product resources of high quality, the government should be more concerned about the external benefits of the river, and take proper measures for transfer payments.
