参与民主视角下的农村基层民主

Participatory Democracy of the Rural Grass-roots Democratic Process

基层民主制度是我国四大基本政治制度之一,其中村民自治是村民民主选举、民主决策、民主管理、民主监督的组织形式,是农村基层民主制度的主要实现形式。根据村民在自治组织中对村级事务的参与,文章以参与民主的新视角探讨村民自治的组织化对于村民政治能力提高的作用和村民基层民主的具体实现形式,对于完善农村基层民主具有一定的参考价值。

The grass-roots democratic system is one of the four basic political systems of China.The self-government of villagers contains the democratic elections of village,democratic decision-making,democratic management and democratic supervision.According to the participation of villagers in organizations,self-government of villagers is a kind of participatory democracy.Studying the political capacity of villagers in organizations and forms of grass-roots democratic,the activities of grassroots democracy in rural areas will be improved.
