组建上海开放大学,是上海城市发展战略的重要组成部分。《上海市中长期教育改革和发展规划纲要》明确提出构建上海开放大学,教育部与上海市人民政府签订的《共建国家教育综合改革试验区战略合作协议》进一步提出建设与构建学习型社会和教育信息化发展要求相适应的现代化开放大学的任务。组建上海开放大学由上海市人民政府举办,这是一所具有本科、专科办学权和办学层次,专事于市民终身教育的开放大学。上海开放大学将依托上海电视大学,整合区域内成人教育资源组建,以"大学+系统+平台"模式,形成"大学—学院—学习中心"三级架构。上海开放大学可以先行先试,探索宽进严出的开放教育学习制度,探索建立学分银行和学分认证制度,探索建立终身学习"立交桥",探索统筹和开放社会教育资源的途径。上海开放大学必须体现中国特色,既不同于传统高校,又不同于国外开放大学。

The establishment of Shanghai Open University is an important part of Shanghai＇s urban development strategy, as it has been clearly stated in The Long-term Education Reform and Development Plan for Shanghai, as well as in The Strategic Cooperation Agreement for the National Comprehensive Education Reform Pilot Region between the Ministry of Education and Shanghai Municipal Government. Shanghai Open University, run by Shanghai Municipal Government, provides junior college and undergraduate education for citizens＇ life-long education. It is based on Shanghai TV University, integrates regional adult education resources, and consists of a ＂university-college-learning center＂ three-level structure under the ＂university-system-platform＂ mode. It will pilot the ＂easy in, hard out＂ learning system of open education, the academic credit bank and the academic credit accreditation scheme, the lifelong learning ＂overpass＂, as well as the means to integrate and open social education resources. Shanghai Open University must assume Chinese characteristics and differentiate itself from traditional universities and foreign open universities.
