论我国新型农村合作医疗制度的完善——以安徽省宣州区为例

The Perfection of the New Rural Cooperative Medical—Care System in the Xuanzhou District Anhui Province

自2005年底新型农村合作医疗制度在安徽省宣州区实行以来,取得了一定的成效。它有效地缓解了农民因病致贫、因病返贫的问题,逐步建立起农村居民健康保障机制,得到了广大农村群众的普遍欢迎。但是在取得成就的同时,新农合实施过程中也存在着制度性缺陷、法律法规缺失、工作经验缺乏等问题,解决这些问题的基本对策有:国家地方尽快出台相关的法律法规、实行管办分离、建立多层次的农村医疗保障体系等。

Since the New Rural Cooperative Medical-care System at the end of 2005has implemented in the Xuanzhou District,Anhui Province,has made certain progress.It alleviated the farmer to send effectively because of sickness poor,returns to the poor question because of sickness,established the countryside resident health safeguard mechanism gradually,obtained the general countryside populace＇s general reception.But while achieves the achievement,the new policy in the implementation process also to have the institutional flaw,the laws and regulations flaw,the work experience to lack and so on,we must solve these problems：the state makes laws and establishes social security system and so on.
