中国城镇住房产业转型变迁中的产权基础重构问题

Research on Reconstruction of the Foundation of Property Rights in the Transformation of China's Urban Housing Industry

产权制度是城镇住房产业发展的基石,产业发展模式的转型要求首先从产权基础上进行重构。本文以此为切入点,分析了我国传统住房产业产权基础的缺陷,产权基础重构对于城镇住房产业的转型和发展的基本功能,产权基础重构的方向、特点和基本的历史路径;并探讨了这种重构之后的产权基础所依然存在的一些不足从而需要进一步解决的问题,进而从产权基础角度提出了一些完善建议。

The property rights system is the cornerstone of the development of urban housing industry. The transformation of China＇ s urban housing industry requires the reconstruction of the foundation of property rights above all. This article analyzes the shortcomings of the traditional arrangement of property rights of housing industry, the essential roles of the reconstruction of the foundation of property rights for the transformation and development of the urban housing industry, and its direction, characteris- tics and historical route. Based on the analysis of the shortcoming of the reconstruction and its aftereffect, it brings forth the policy suggestions.
