安徽产业结构调整的难点和对策

On the Problems and Counter-measures for Anhui Industrial Structure Adjustment

产业结构能否适时升级,已经成为关系安徽整个21世纪的经济发展能否跟上全国步伐和经济地位能否提升的关键。安徽产业结构升级缓慢的原因与存在的问题,既有资源禀赋的约束,也有历史问题的影响,更在于政府发展战略的不连续,没有形成自身的优势主导产业,同时还在于创新不足以及利益分享机制的不健全。为了加快安徽产业结构调整的步伐,安徽省必须研究主导产业选择的适用基准,正确选择主导产业,同时还要大力发展战略性新兴产业,加速融入"长三角"经济圈,建立利益协调机制以保证产业政策的有效实施。

Whether Anhui Province can catch the opportunity in the new industrial structure updating is related to whether Anhui economic development can catch up with the whole country and its economic status can be increased in the21th century.The reasons and problems for the slow updating can be traced back to both its resources restriction and historical problems as well.However,the more important reasons are the discontinuity of its developing strategies which have prevented it from forming its own advantageous leading industries,its inadequate innovation,and the unsound benefit-sharing system.In order to accelerate Anhui industrial structure adjustment,the practical criterion for choosing its leading industries must be studied,new strategic industries must be promoted so as to accelerate its joining in the Yangtze River Delta Economic Zone,and benefit-coordination system must be constructed so as to guarantee the effective application of its industrial policy.
