和谐中原视野下的公共服务型政府的构建策略

The Strategy of Building Public Service Government from the View of Harmonious Central China

建设和谐中原需要积极推进公共服务型政府的建设。从内容上看,公共服务型政府是和谐中原的重要环节;从功能上看,公共服务型政府是和谐中原的重要动力。本文在综合分析的基础上,提出了公共服务型政府建设的内容应包括职能转变及职能强化与开发,得出了公共服务型政府的具体构建应从"硬件"建设和"软件"建设两方面着手。

Building the harmonious Central China needs to promote the building of the public service government. From the contents,the public service government is an important part of the harmonious Central China; from the functions,the former is an important motive power of the latter.Based on the comprehensive analysis,the author points out that the contents of building the public service government include：transformation of functions as the core; enhancement and development of functions as the main subject. Therefore,some stratgies need to explore for improving both the equipment quality and the administrative ability.
